The much-anticipated peace summit between Russian President Vladimir Putin and U.S. President Donald Trump, scheduled to address the protracted Russia–Ukraine conflict, has been called off amid growing disagreements over the terms of engagement.
According to multiple diplomatic sources, the key reason behind the cancellation was Moscow’s demand for a written guarantee from Washington outlining the next critical decisions and commitments toward ending the war—an assurance the United States was not prepared to provide at this stage.

Disagreement Over Written Assurances

Negotiations leading up to the Budapest summit had reportedly stalled after the Kremlin insisted that the U.S. delegation present a formal, written framework on what would follow any ceasefire agreement.
Moscow, officials say, wanted clear documentation detailing how post-war arrangements would address issues such as territorial control, sanctions relief, and Ukraine’s potential NATO membership.

However, the Trump administration refused to make binding promises before concrete progress on the ground, arguing that premature commitments could “limit diplomatic flexibility” and weaken the West’s leverage in future negotiations.

A senior White House official, speaking on condition of anonymity, confirmed that Washington viewed Moscow’s demand as “an attempt to lock the U.S. into terms before genuine dialogue had even begun.”

A Summit That “Didn’t Feel Right”

President Trump had earlier stated that the timing for the meeting was “not right,” and that discussions so far had not yielded the kind of breakthroughs necessary for a productive summit.

“Every time I speak with President Putin, it’s good talk, but it doesn’t go anywhere,” Trump told reporters on Tuesday. “We’re not going to sign on to anything we don’t fully understand.”

Analysts believe this remark reflects Washington’s unease with Moscow’s push for a document that would effectively serve as a pre-summit peace blueprint—a move the U.S. saw as politically premature and diplomatically risky.

Moscow’s Strategic Calculus

Kremlin insiders, meanwhile, argue that Russia merely sought predictability and mutual accountability.
Russian Foreign Ministry officials maintained that without a written understanding, “any verbal assurances would be meaningless,” especially given the history of broken diplomatic promises during previous ceasefire negotiations.

State media in Moscow has portrayed the U.S. hesitation as evidence that Washington is “not serious about peace”, accusing the White House of using the summit for optics rather than substance.

Washington Shifts Toward Sanctions

In the wake of the summit’s collapse, Washington announced a new wave of sanctions targeting major Russian oil and energy firms, signaling a return to a pressure-based strategy rather than direct engagement.
Analysts view this as a tactical pivot by Trump—aimed at demonstrating firmness toward Moscow while keeping diplomatic options open.

European Allies and Kyiv React

European leaders, who had cautiously welcomed the prospect of the Putin–Trump meeting, expressed disappointment but said they understood Washington’s position.
Ukraine’s government, for its part, called the decision “a sign that the U.S. will not sacrifice principles for premature peace.”

What Lies Ahead

While the Budapest summit has been shelved indefinitely, both Washington and Moscow have left the door open for future talks.
Diplomatic observers believe that any revival of negotiations will depend on whether Russia shows flexibility in its demands—or whether the U.S. can outline a credible framework for peace without appearing to concede ground.

For now, the cancellation underscores the deep mistrust that continues to define U.S.–Russia relations and highlights the immense complexity of achieving a lasting peace in Ukraine.
