Deal covers diplomatic and service passport holders as Accra and Moscow move to deepen bilateral relations

ACCRA/MOSCOW — August 18, 2026: Ghana and the Russian Federation have signed a historic visa waiver agreement, marking a significant new chapter in diplomatic relations between the two countries.

The agreement was signed in Moscow on Monday, August 17, 2026, by Ghana’s Minister for Foreign Affairs, Samuel Okudzeto Ablakwa, and Russian Foreign Minister Sergey Lavrov, following high-level bilateral talks.

Under the agreement, holders of valid diplomatic and service passports from Ghana and Russia will be able to travel between the two countries without obtaining visas, subject to the terms governing implementation of the agreement.

The agreement is particularly significant because it is described by Ghana’s Foreign Minister as the first visa waiver agreement between Ghana and Russia since the two countries established formal diplomatic relations in 1958.

Speaking during the talks, Lavrov said the visa arrangement was important for strengthening contacts between institutions of the two governments, including cooperation in foreign affairs, trade, investment, education and humanitarian exchanges.

Ablakwa, who is in Moscow for official engagements, indicated that Ghana intends to use the renewed diplomatic momentum to expand cooperation with Russia in areas including trade, investment and industrial development.

Ordinary Passport Holders Not Yet Covered

The agreement, however, does not currently provide general visa-free travel for ordinary Ghanaian or Russian passport holders.

This distinction is important for travellers: the agreement signed on August 17 specifically covers diplomatic and service passports. Ghanaian citizens travelling on ordinary passports should therefore not interpret the announcement as immediate visa-free access to Russia.

Ablakwa has indicated that discussions will continue on expanding visa privileges to other categories of travellers, potentially opening the door to wider travel facilitation between Ghana and Russia in the future.

Public reports on the agreement have not yet specified a commencement date or detailed maximum visa-free stay period, meaning eligible travellers should await formal consular guidance on its entry into force.

New Momentum in Ghana–Russia Relations

The visa waiver agreement comes amid renewed efforts by Accra and Moscow to strengthen a diplomatic relationship spanning nearly seven decades.

The talks between Ablakwa and Lavrov also focused on expanding economic and institutional cooperation, with Russia signalling interest in strengthening engagement with Ghana across investment, trade, education and other strategic sectors.

The signing therefore represents more than a change in travel requirements for government officials. It could serve as an important diplomatic mechanism for facilitating more frequent high-level engagements between the two countries as Ghana and Russia pursue broader bilateral cooperation.

For Ghana, the agreement also signals a continuing diversification of international partnerships as Accra seeks expanded economic, educational, investment and diplomatic opportunities across different regions of the world.
